Ms. Harper was born and raised in Washington, D.C. She attended Cheyney University of Pennsylvania, where she received her Bachelor's degree in Business Administration in 2015. In 2019, she earned a Master of Public Administration degree at Bowie State University. In her spare time, Ms. Harper enjoys going to the gym, and spending quality time with her family.

Ms. Harper joined Howard University in 2018.
