Biography
Dr. Tamara L. Owens, Ph.D., M.Ed., CHSE, is a visionary leader and strategic expert in healthcare simulation, interprofessional education, and curriculum design innovation. As Founding Director of the Simulation & Clinical Skills Center at Howard University, Dr. Owens has transformed simulation-based learning for over 15 years, fostering academic excellence and advancing clinical education across disciplines.
Renowned for her integrity and resilience, Dr. Owens brings over two decades of leadership experience to national and global initiatives. She served as President of the Association of Standardized Patient Educators and was the first PhD and African American female to chair the 2025 American College of Surgeons Surgical Simulation Summit. Her strategic guidance has contributed to pioneering simulation research in HIV care to achieve better health outcomes in Kenya and South Africa.
A certified expert in healthcare simulation, Dr. Owens holds a Ph.D. in Health Communication and an M.Ed. in Curriculum and Instruction. She has authored and co-authored numerous peer-reviewed articles and textbook chapters, contributing significantly to the literature and practice of simulation education. Her involvement in developing the ASPE Standards of Best Practice reflects her commitment to excellence, quality, and innovation.
