Biography

Rashad M. Young is the senior vice president for administration and chief administrative officer at Howard University. In this capacity, he oversees the University's daily operations across multiple divisions, ensuring effective communication with leadership and managing high-priority initiatives to enhance organizational performance and achieve strategic goals. 

 

Prior to this role, Young served as Howard University's chief strategy officer, where he led the implementation of the University's strategic plan, Howard Forward. His tenure was marked by the launch of the Howard Forward data dashboard in 2021, providing transparency and performance metrics related to the strategic plan's execution.  

 

With over two decades of experience in public administration, Young has held significant leadership positions in various major cities. Notably, he was the longest-serving city administrator for the District of Columbia, managing a workforce of approximately 35,000 employees and overseeing a $16 billion budget.  His career also includes roles as city manager in Alexandria, Virginia, and Greensboro, North Carolina, as well as chief administrative officer in Cincinnati and Dayton, Ohio.  

 

Young holds a bachelor’s degree in business management and an MBA from the University of Dayton. He is a credentialed manager and member of the International City/County Management Association (ICMA) and a fellow of the National Academy of Public Administration (NAPA).  

 

Rashad Young is dedicated to public service and community engagement, reflecting his commitment to enhancing operational effectiveness and efficiency in both governmental and educational institutions.
