Biography
Miguel Capers, Ed.D., is the Testing and Accommodation Coordinator at Howard University, a role he assumed in 2024. With his doctorate specializing in Equity & Diversity from the University of Illinois Urbana-Champaign, Dr. Capers brings an innovative and inclusive approach to facilitating accommodations and ensuring equitable testing conditions for students with disabilities.
Before joining Howard University, Dr. Capers served as a Disability Specialist at Georgetown University, where he honed his skills in disability eligibility determination and the implementation of academic adjustments under federal law. His extensive background also includes positions such as ARD Facilitator and Special Education Teacher in various educational institutions across Texas.
Dr. Capers' commitment to disability services and advocacy is further demonstrated by his M.Ed. in Educational Psychology from Texas A&M University, where he also obtained a Graduate Certification in Applied Behavior Analysis. His academic foundation was laid with a B.A. in Psychology, from Fort Valley State University.
Beyond his professional responsibilities, Dr. Capers is actively engaged in community service, notably as a Commissioner for the Commission for Individuals with Disabilities in Prince George's County, MD. In this capacity, he advises on issues affecting persons with disabilities and contributes to the development of strategies that address their unmet needs.
When not working or contributing to his community, Dr. Capers enjoys leisure time boating and vacationing with his family. His dedication to his field, his ongoing advocacy work, and his family life reflects his deep-rooted values and his drive to create positive change.
