Biography

After serving as a Reserve Naval Officer and graduating from Rutgers Law School, Professor Strickland worked for the law firm of Hill Wallack in Princeton, New Jersey. A year later, he joined the Air Force Judge Advocate General’s Corps. He served as a prosecutor for the 81st Tactical Fighter Wing at Royal Air Force Bentwaters, England; a trial defense counsel supporting the 32nd Fighter Group at Soesterberg Air Base, the Netherlands; a staff officer in the Office of the Judge Advocate General in the Pentagon; the Chief of Military Justice for the 11th Wing at Bolling Air Force Base, Washington, D.C.; and as an instructor at the Air Force Judge Advocate General’s School at Maxwell Air Force Base, Montgomery, Alabama. Professor Strickland also served as the Staff Judge Advocate of the 78th Air Base Wing at Robins Air Force Base, Georgia, where he advised the air base wing commander in the first Air Force capital murder case in over ten years.

Professor Strickland completed his Air Force JAG career as the Chief Appellate Defense Counsel and Deputy Chief of the Appellate Defense Division, representing Air Force members convicted of serious offenses at courts-martial. He directed the Division’s legal practice before military appellate courts and the United States Supreme Court.

Professor Strickland retired from the Air Force in 2008 in the grade of Lieutenant Colonel, just before joining the Howard faculty. He is a member of the American Bar Association, Federal Bar Association, Retired Air Force Judge Advocates Association, and the United States Naval Institute. He is admitted to practice before the Supreme Court of Pennsylvania; the Supreme Court of New Jersey; the Federal District Court for the Eastern District of Pennsylvania; the Federal District Court for the District of New Jersey; the Air Force Court of Criminal Appeals; the Court of Appeals for the Armed Forces; and the United States Supreme Court.
