Biography
Declan Kingland is the Director of Legislative Affairs for Howard University, where he works to foster relationships with the federal government on behalf of the Howard University community.
He previously served as Deputy Director of the Office of Federal and Regional Affairs for the Executive Office of Mayor Muriel Bowser where he advanced federal and regional partnerships, and DC Statehood. He oversaw issues ranging from appropriations to housing, health, and education.
Prior to joining the Bowser Administration, Declan developed a career implementing community-based programs and initiatives that made a direct impact in marginalized communities across the country. At the League of United Latin American Citizens (LULAC), the nation’s oldest and largest civil rights organization, he worked to strengthen the organization’s programmatic efforts at the local, state, and national level by championing grant-making frameworks that advance economic conditions, educational attainment and political influence among Latinos in the United States.
Declan graduated with Bachelor of Arts from Johns Hopkins University. He resides in Washington, DC and is a proud Ward 7 resident.
