Biography

Ms. Hector is the Assistant Vice President for Research Development and Strategic Planning in the Office of Research. Ms. Hector is a Certified Research Administrator with over 25+ years of pre and post award research administration experience.  As AVP for or Research Development and Strategic Planning, Ms. Hector is responsible for boosting the University's research capabilities through dedicated research development initiatives and strategic planning. Specifically, Ms. Hector oversees research development
and strategic planning efforts, supporting faculty in securing external funding, developing interdisciplinary research projects, and ensuring effective policy
implementation.  In addition, Ms. Hector collaborates with the Office of the General Counsel and provides review and approval of contractual matters for agreements such ss MOUs, NDAs, Teaming Agreements and Office of Research special initiative related agreements. 

Her previous roles in the Office of Reseach were the Assistant Vice President for Sponsored Grants and Programs and Executive Director for Research Administrative Services where she managed the daily operations of the University’s sponsored programs activities pertaining to pre-award, post-award, close-out and contract negotiation and execution.  Ms. Hector began her tenure with Howard University in 2000 as an Accountant for restricted grants. She achieved several promotions and was named Section Chief of the Restricted Fund Accounting satellite office prior to transferring to the Office of Research Administration where she was responsible for all pre-award functions.   Prior to joining Howard University, Ms. Hector worked for a health care management consultant firm gaining experience in writing cost proposals for federal and state government contracts as well as post award contract expenditure reconciliations.   Ms. Hector has also worked as a consultant conducting fiscal and administrative site visit reviews of State/local funded grants and contracts.  
Ms. Hector is a graduate of Howard University where she majored in Finance.  She worked in retail banking for more than five years preceding her career change to grants and contracting administration/management.
