Biography
Curtis Kidd Telemaque, Ph.D. is currently the Director of the Center for Financial Excellence at Howard University School of Business. In this role, he guides a team of academics, practicing professionals, and research associates toward the center’s mandate of increasing diversity within the financial services industry—particularly in private equity, portfolio management, investment banking, turnaround and restructuring, and wealth management. In addition to this role, he serves as an adjunct faculty member instructing several courses including Intermediate Microeconomics, Intermediate Macroeconomics, International Economics, Global Management Consulting, and African Systems of Thought. He is also a recipient of the African Business Fellowship, where he was responsible for assessing and evaluating key components of the largest steel roofing manufacturer in Kenya.
Kidd Telemaque began his career as an Institutional Equity Trader with a boutique firm in Washington DC. As an equity trader, Dr. Kidd Telemaque earned several financial services certifications including: General Securities Representative (Series 7), Registered Financial Advisor and Uniform Combined State Law (Series 66), General Securities Principal (Series 24), Equity Trader (Series 55), and Registered Options Principal (Series 4). In 2004, he became a General Securities and Registered Options Principal at a financial services firm in Maryland. His curiosity in the link between economic development and stock markets steered his doctoral research interests to the implications stock markets on small investors and financial industry regulatory policies in eastern and southern Africa.
He is affiliated with Visions Consulting Group, a consulting firm specializing in education policy throughout southern Africa. African Growth and Opportunities Act (AGOA) Trade advisor, an advisory service specializing in import/export operations between the African continent and the United States. Founder of Lwazi Transportation Services, a Washington D.C.-based company driven to find solutions for sustainable transportation. Kidd Telemaque holds a Bachelor of Arts (Economics) from University of Michigan; Master of Business Administration (Finance) and Doctor of Philosophy (Public Policy and Economic Development) from Howard University.

The Temporal and Spatial Dynamics of the USPS’ Service Performance Scores Over the Period 2011–2020
For each market dominant product, the United States Postal Service (USPS), henceforth, the Postal Service, is required by law to measure and report its service performance against an annual target. The Postal Regulatory Commission, henceforth, the Commission, then makes a determination on whether the Postal Service is complying with the statutory requirements regarding service performance. Statutory requirements pertain to an aggregated national number for each product. Consequently, the service performance result that is compared to the annual target and for which the determination of compliance is made, is a nationwide average. However, postal customers experience service performance failures at a local, rather than nationwide, level.
